Can you please check if specials fors fine for you?

Might be just issue of "perception" asian vs "european people"?

If I want define a discount I normally set 5% and it means 100%-5% results to 95% final price

Here (europe) we don't use set discount as "95% of the final price" it a bit non-logic... So please let's discuss it how do you think "Specials" should work

there are two types of discount in the specials module now: amount and percentage, amount is easy t o understand! if you have price $100, set $12 discount, the final price is $88;

as to the percentage, you must have a % in the Special Price (Net) / Percentage input field. assume you have a price x, and fill in the field %y, so the final price will be a x*(1-%y);

and be in remember, the final price of specials products stores in the database and will not re-calculate when you change the price in the products grid, unless you re-add this products, hope this help you!
